What is it?

Connections between neurons strengthen or weaken depending on the precise order and timing of their firing. Precisely-timed bimodal (sound + touch) stimulation exploits the long-term-depression side of this rule to desynchronize hyperactive dorsal-cochlear-nucleus circuits.
